Every Israeli and Palestinian has the right to live in peace and security. The goal for the UK remains for both sides to work for a sustainable peace and a two-state solution, with Jerusalem as the shared capital of both states, and a just, fair and agreed solution for refugees. It is clear that this will not be achievable unless both sides adopt a de-escalatory approach. The Government makes clear the UK's concerns about the situation in East Jerusalem to the Israeli authorities and the Municipality of Jerusalem on a regular basis, both bilaterally and in co-operation with EU partners.
I join the Government in its condemnation of all acts of violence and urge all parties to work together to restore calm, avoid provocations and support the status quo at Haram al-Sharif/Temple Mount. Ministers have raised the issue of access restrictions to the compound on numerous times with the Israeli authorities. Israel has obligations under international law to protect holy sites in East Jerusalem, so as to enable freedom of worship. As a passionate supporter of Bath-Bethlehem links, I join Ministers in urging the Israeli Government to ensure that its actions meet these obligations.
I also believe it is vital that the civilian Palestinian population is protected but the Government has been absolutely clear that Israel has a right to defend itself from indiscriminate attacks. As the Prime Minister said, we were all deeply saddened by the violence seen in Gaza in 2014. The civilian suffering which it has caused, particularly to innocent children, was appalling. The allegations in the UN Commission of Inquiry report must be fully investigated by Israel, the Palestinian Authority and the authorities in Gaza. We therefore welcome the fact that Israel is conducting its own internal investigations into specific incidents. Where there is evidence of wrongdoing those responsible must be held accountable. It is first for both parties to demonstrate robust and credible internal investigations to this end, in line with international standards.
